I need to create a listing of all possible 3-digit alpha-numeric combinations in an Excel file. My company creates user IDs for one of our systems as a 3 position code. It's not a centralized system, so access needs to be assigned separately to each of 23 locations. Some users require all 23 and others may only require 1. The difficulty is when a user is assigned to just one or two locations, that same user ID may get assigned to a different person in any of the other systems.

I want to create a master listing of all possible codes, and then do vlookups for the codes in use in each location along with the user assigned. Any ideas how to accomplish this? Shouldn't be too hard to set that up. I'll play around with it, but someone may find it faster.
