I am quite sure that it will affect all disconnected sessions. Thus, if your DA session is disconnected, it will log off after the time limit. The local console connection should never be 'disconnected' though, unless you RDP in with that account and disconnect. Thus, you could login locally not through RDP and keep the account logged in.

You could always set the GPO to not apply for a specific admin account or domain admins group, and that should work around the disconnect issue. Use the user configuration method instead of the computer configuration, put all of the users who you want to log off in the affected OU and leave those who you do not want it to affect out of the group. I can see the policy setting in the location below, on the affected Windows server. This policy is for one particular Windows server I have a couple other servers on the domain, that should not be affected.
